The Egyptian House of Representatives has approved MP Mohamed Aboul Enein’s proposal, Deputy Speaker of the House, to amend Article 2 of the draft law establishing the National Council for Education, Research, and Innovation.
During a general session discussing the law, Aboul Enein proposed that the council’s membership should include four business experts rather than four representatives from the private sector, as previously decided. He explained that the term "private sector" is ownership-based and might not capture the expertise needed for this council. By contrast, "business experts" includes individuals with accumulated management experience who have served on boards or as executive members, bringing high-level, specialized knowledge.
Aboul Enein emphasized that Egyptian laws and agreements traditionally specify "business experts" rather than "private sector" representatives. This change aims to ensure that the council benefits from experienced professionals across various fields.
Minister of Parliamentary and Legal Affairs Mahmoud Fawzy and Education Committee Chair Sami Hashem supported the proposal, and the House of Representatives approved the amendment.
The amended Article 2 outlines the council’s composition, chaired by the Prime Minister, and includes various ministers and high-level officials, such as:
1. Minister of Defense
2. Minister of Industry
3. Minister of Planning and Economic Development
4. Minister of Interior
5. Minister of Communications
6. Minister of Higher Education and Research
7. Minister of Finance
8. Minister of Labor
9. Minister of Culture
10. Minister of Education
11. Minister of Health
12. Deputy of Al-Azhar
13. Chairperson of the National Authority for Quality Assurance of Education
14. Chairperson of the Egyptian Authority for Technical and Vocational Education Quality Assurance (ETQAAN)
15. CEO of the National Training Academy
16. Eight experts in the council’s field and four business experts appointed by the President upon the Prime Minister's recommendation for renewable two-year terms.
